POLICE will impound vehicles of "hoon" drivers in a South Australian crackdown on anti-social driving.SA Premier Mike Rann said today police would be empowered to impound vehicles of "hoon" drivers for 48 hours before any conviction.
Offences to be targeted under the legislation, to be introduced to State Parliament this week, included drag racing and excessively loud car stereos, he said.
"We have decided to go much further than we originally envisaged," Mr Rann said today.
"We are actually providing for police to have the power to impound a hoon driver's vehicle for 48 hours even prior to conviction.
"We think that is important to nip these things in the bud and to send a clear message to hoon drivers that their anti-social behaviour won't be tolerated."
Mr Rann said a first offence would have the driver's vehicle impounded for 48 hours, rising to three months for a second offence, and the vehicle being impounded "for good" and later sold with proceeds to the state's victim of crime fund for a third offence.
Attorney-General Michael Atkinson said the legislation was based on laws in NSW and Queensland.
"The taking away of a hoon's motor vehicle is the only thing hoons understand, it's the only thing that will work," Mr Atkinson said today.
"The focus of the legislation is on proscribed conduct, that is doing doughnuts, doing wheelies, doing burnouts, going around the neighbourhood with the car stereo system vibrating the whole street ... drag racing."
He said there was provision in the legislation for a person to seek damages if their vehicle was wrongly impounded.
