Free Will vs Determinism

Are humans hardwired (determind),or do we learn from observation and use our own freewill to make the choices we do?
It is a question that goes back many years & most everyone has an opinion. When it comes to criminals i personally believe many violentones are biologically predisposed to that type of behaviour. In stating this i also believe that most criminals put into different environements and social settings, would chose not to commit the crime.
So perhaps us humans have a little of both.
